Speaker Biographies

The Honorable Judge Edward T. McLoughlin presides as a County Court Judge and has also served as Acting Supreme Court Judge. Judge McLoughlin previously served as a violent crime trial prosecutor and a Bureau Chief in the Dutchess County District Attorney’s Office. He has taught at Marist University as an Adjunct Professor of Criminal Justice for the past 31 years, having earned his Master's in Public Administration at Marist in 2013. He received his Bachelor of Science in Political Science at SUNY New Paltz and earned his Juris Doctorate at Pace University. Judge McLoughlin was raised in the City of Poughkeepsie with his seven siblings. He has been married to his wife for 33 years, and together they have raised four children. 

 

Daniel Blackburn a Pine Plains native, enlisted in the Army after high school as a Chaplain’s Assistant providing support to religious leaders of all faiths. Assigned to 2nd Brigade 82nd Airborne Division, he was deployed to Iraq in support of Operation Iraqi Freedom, as well as to Haiti in support of Operation Unified Response. After retiring in 2015, Dan became a firearms instructor and now works for his family’s business. Dan, along with his loving wife Caroline and their three children, reside in Stanfordville and are communicants at St Joseph’s Church in Millbrook.

 

Sue Serino started working at age 15 and never stopped. Sue began as a waitress in a small, local restaurant, quickly working her way up to become a manager. After the birth of her son, Anthony, Sue started an in-home childcare business to ensure she could continue to financially support her family while caring for her own son. Sue eventually began working in real estate, where she specialized in helping first-time homebuyers make their Hudson Valley dreams a reality. Sue was elected to the Hyde Park Town Board in 2010, to the Dutchess County Legislature in 2011, the New York State Senate in 2014, and in 2024, she became the 9th Dutchess County Executive. Sue and her family have lived in Hyde Park for over 20 years.

 

The Honorable Judge Jonah Triebwasser has served as a police officer, investigator, attorney, prosecutor, and judge. He is a graduate of the John Jay College of Criminal Justice, New York Law School, and the National Judicial College, where he is a member of the faculty and a Judicial Ambassador. He is past president of the Dutchess County Bar Association, the Dutchess County Magistrates Association, and the New York State Magistrates Association. He was Red Hook Town Justice from 2008 to 2023 and has been the Red Hook Village Justice since 2007.

 

Juliet Sweeney was born and raised in Pennsylvania. She moved to New York after attending Elmira College, where she received her Bachelor of Arts in Painting and Drawing.  She is a full-time homeschooling mom to her daughters, Amani (16) and Kaiyah (14).  Juliet is married to Matt Sweeney, and they both attend Calvary Chapel of the Hudson Valley, where they have volunteered together in youth ministry for the last 23 years.

Rachel Nargi specializes in landscape design and loves working with plants. She and her husband, Matt, attend church at Living Water in Poughkeepsie. Rachel is originally from central Pennsylvania, but has been living in New York for the past nine years. Alongside her husband and his family, Rachel runs a landscaping business and enjoys being part of something that blends creativity, nature, and family. She is mom to daughter Avery (1), who keeps life fun and full of surprises. In her free time, Rachel enjoys fitness and stroller runs on the railtrail with Avery.

 

Sabrina Jaar Marzouka was born and raised in the Caribbean Island of Haiti, where she attended law school and secured her judicial degree, in addition to her bachelor’s in political science from Trinity College, and a master’s in public health from the Johns Hopkins University School of Public Health. Sabrina’s career started in Haiti, working with the Sisters of Charity in the slums of the Caribbean island. In 1992, Sabrina moved to Poughkeepsie and since March 2015, she has served as the Commissioner for County’s Department of Community & Family Services. A mother of three, Sabrina describes herself as a devote Catholic, wife, mother, and lay servant who anchors her life on her faith in Jesus Christ, her Lord and Redeemer.

 

Trent Jenkins has spent more than 30 years in law enforcement. His most recent post is in the Dutchess County District Attorney’s office as a Criminal Investigator. He holds a master’s degree in Homeland Security Management and has pursued a doctorate in National Security-Public Policy. Trent is also a member of the Gideons International and sits on the board of Integra Pregnancy Services, formerly Carenet Pregnancy Center, which supports women and their pregnancy options.

 

Dennis A. Barnett is the President of Propinquity Associates Business and Management Consulting and is the CEO and Chairman of the Board for Topical BioMedics, Inc. His corporate experience includes Union Carbide Corporation, PepsiCo, Inc. the New York City Transportation Authority, and Champion International Paper Corporation. He has worked as a technical manager, utilizing his degrees in chemistry. He has participated on for-profit and not-for-profit boards and has chaired a number of boards. He is presently a member of the Hudson Valley Pattern for Progress Board. He was a former Commissioned Officer in the United States Marine Corps and has taught as an Adjunct Professor in a number of colleges. Dennis has three children and he resides in Washingtonville. His most recent book is titled “Knowledge is Not Power nor is Value Serendipitous, Using What You Have to Make Your Business Profitable.”

 

John Fraino has lived in Highland his entire life.  He graduated from Highland High School and served in the United States Air Force and is a Vietnam Veteran.  John worked for IBM Poughkeepsie for 42 years, holding management positions in the Main Frame Component Manufacturing.  John then transferred to the Corporate Real Estate Service organization. After retiring, John was elected to the Town of Lloyd Town Council, where he is currently serving. John and his wife of 25 years, Julie, have 6 children and 11 grandchildren. Since 2010 John has been teaching weekly bible studies at the Dutchess County Justice and Transition Center and Hernando County Jail in Florida. 

 

Caleb Stouter, Kathryn Mergain, and Joel Salve are dedicated members of the worship team at Calvary Chapel of the Hudson Valley, passionate followers of Christ and are honored to provide the musical selections for this year’s breakfast.
